"The worst is that you have an electric outage at home at an odd timing and you don't find any one to repair," adds Dr. Ghazanfar.

Rahila Anab, a housewife who lives in DHA with her children while her husband is working abroad says, "It was easy during early phases of development when we used to get hold of people working in houses under construction nearby but now we have to go to the market to find requisite person from shops where they usually hang around. They charge for coming and fault finding and along with the work performed. My elder son is a handyman at home but I do not encourage him to take on anything to do with electricity."

    It has become difficult to differentiate between commercial and residential districts in Gulberg. Dr. Munir Ghazanfar who is an old resident of Gulberg III says that repair and maintenance problems are tackled by my wife. She has telephone numbers of every one (from plumber to car mechanic) and gives a call when needed. They charge more but problems are solved pretty quickly. Mrs Ghazanfar explained, "Telephone numbers have not come easy way to me. I had personally gone after each one of them in the past when I made it a point to have their telephone numbers handy for future. Every one has one; most have mobile phones."

    A satellite colony in Cantonment area has a best system working. One small concern provides house repair and cleaning services to the residents of the 800 households in the colony. Repair business offers membership to the residents for a fee and do not charge any thing for minor repairs or fault finding. "We only pay rupees 250/- per month and that solves most of our problems. It becomes difficult when the problem is to be solved by WAPDA, WASA or any of the city development agencies," says Inam Karim who lives in Model Town, one of the best planned habitat of its time.

    Civil Engineer Shahid Mirza says every one should be able to do certain basic tasks required from time to time: Familiarize yourself with electrical service panel in the house and it is easy to learn to reset a tripped circuit breaker (must use professional help instead of taking risk when required particularly in case of electric problems) or how to shutoff water at the water main or locally at the plumbing fixture when some leakage is flooding the home.     On the Thai island of Koh Samui there is a speedboat with a rather strange name, "I am Bandit". Could it be a warning about the reckless speed of the man at the wheel or is the man boasting about his "profession", or else, is it just a way of warding off the evil eye? I decided it must be the latter.

    The Thais are among the gentlest of people who are forever smiling. I never witnessed any quarrels on the streets, or any impatient honking of cars. Even the demonstrations in Bangkok against Prime Minister Thaksin were orderly and peaceful — truly a Suvarnabhoomi (land of gold in Sanskrit), so aptly named by Emperor Ashoka in the 2nd or 3rd century BC. Yet every morning and evening "I am Bandit" hurtled at breakneck speed, upsetting the tranquil turquoise waters as it headed towards the distant jetty where it disgorged its petrified passengers.

    At the end of two weeks I had collected a few familiar sounding words. I became aware that during the period of ancient contacts with our subcontinent, Sanskrit terms had been introduced to the Thai language through Khmer. With this list I headed for a shop where luckily the owner spoke English. I discovered that "sok" (happiness) was indeed from "such" and "singha" was lion. However, Thai is a tonal language with five different pitches that needs one to "sing" the word exactly at the right pitch otherwise the Thais might just get it all wrong.

    Imagine a simple word like "mai" can mean "wood", "silk", "burn", "new" or "not", all depending on the tone and pitch of one's pronunciation. I had had a very frustrating morning trying to get soap in the hotel. Whichever way I sang the word I still got a blank expression in return. It was my acting prowess that got me what I desperately needed. We must all seem tone deaf to the Thais who have given up on foreigners ever being able to pronounce their names correctly, and so have found easy equivalents.

    There is Ping Pong, an energetic young girl running a resort and two sisters, Tip and Top, maintaining a plant nursery... But still, "Why would somebody call their boat 'bandit'?" I asked.

    The Thai lady seemed surprised by my question.

    "Oh-oh-ooo, bandit is a good word. Means wise person."

    Only then did something click in my brain and I saw the connection between "bandit" and "pandit". Yes of course, the voiceless consonant "p" (in pandit) was replaced by a voiced "b". A similar change occurred with the word "mantri" (minister), which became "mandarin" in Chinese. Then again, I don't envy our ex-minister of Human Resource Development, Pandit Manohar Shyam Joshi being hosted by the Thais!

    These two words are relatively simple examples of phonetic adjustments that are easy to decipher. I decided to find out a little more about the Khmer language, which, unlike Thai, is not tonal.

    In the Angkor period of Cambodian history (9th-15th century) numerous Sanskrit and Pali words (by way of Buddhism) were absorbed into the Khmer language, and subsequently into Thai, since Thailand was a Khmer colony. The new words adjusted to their new homes imbibing the rules of pronunciation and sounds of the local languages.

    The voiced consonants in the numerous Sanskrit and Pali words, though written accurately, became voiceless in speech. The Khmer equivalent: of Garuda is pronounced Krut, Brahma is written Preah Brum but pronounced Prom, and the incense "dhoop" becomes thoop. The reverse too can happen, i.e. when voiceless consonants become voiced: tara (star) is pronounced dara and the deity Varuna is Phirun.

    Once we become aware of this it should not be too difficult to trace back to the Sanskrit or Pali originals. Nothing can be further from the truth! Take Angkor Wat, the magnificent 12th century temple dedicated to Vishnu in Cambodia. The first word Angkor is derived from the word for town "nagar". The initial sound "n" changed its place with "a" and "nag" became "angk", ending with "or" instead of "ar". All this is about phonetic adaptation into a host language.

This is a city where old trees are ruthlessly cut and all the open spaces have been converted in jungle of concrete in the last 55 years.

    The walled city - one of the living examples of old Muslim urbanization in the world - is crumbling. Refuse is everywhere, the air thick with flies. Electric connections are loose and dangerous wires are hanging about. The narrow streets are dark at night. As you roam about in the old city called androon shehr, you will see aged palace-like havellies, shrines, remains of defensive walls, historic gateways, and mosques in the most unexpected places. That is Multan's charm. There are probably more heritage sites in Multan than in all of Pakistan, which is why this city should be recognized by UNESCO as a "World City of Heritage".

    Three severing historic gates (Haram, Delhi, and Bohar gates), Hussain Agahi entrance, Khooni Burg (bloody tower), remains of the wall, and Alang (ring road) around the medieval Old City are crowded with stalls and cubbyhole shops and rehriwalas. As per an estimate, there are about 40,000 venders working in every nook and corner of the city selling every thing from Nali Nihari to new carpets.

Gard, Garma, Gada and Goristan are no longer the gifts of Multan.

    The last thing on the minds of city planners is preservation of Multan's old and legendary heritage. Historic buildings disappear without regret and even the protected monuments are suffering from vandalism. Only 24 historic monuments have protected status in the city. Whereas at least 131 sites of intrinsic and irreplaceable value have been recommended to be protected by Gilmore Hanket Kirke Limited, London based architects, engineers and planning consultants firm who carried out a survey of the city, in cooperation with the World Bank, a decade ago. The list does not include historic houses, narrow streets and engraved 'jarokee' and bay windows - being eaten by termites - inside the walled city that are a vital and living part of present Multan.

    Multan building The services of the Corporation and other city development agencies are barely visible in the city. Multan Development Authority, since inception, has hardly been able to do any thing evident in 362 square kilometers area of jurisdiction. A cricket stadium with seating capacity of 18,000 built in Qasim Bagh, 50 feet above city level, was declared unfit for international cricket in 1984 and construction of the stadium inside the cluster of historic monuments, shrines of Shah Rukn-e-Alam, Bahawal Haq Zakaria and Nawab Muzzafar Khan, memorial Obelisk, Barood Kana, Damdama, and Babe Qasim, has been a classic example of ignorance of city planners about our heritage conservation.

    During the last days of Tughlaqs, when the whole of their empire was in pieces, Multanis selected Shah Yousaf Gardezi, a religious leader and a saint, to run the affairs of the city. If nothing else, the governance of the city should be improved for the saint's sake whose shrine - a unique specimen of architecture - is venerated by many in the Old City.

    Multan is rich in both history and archaeology that make for good tourism. In this age when the word tourism is top most industry, Multan could still be a tourist's paradise. The mall road in the cantonment could be extended to the other (Fertilizer Factory) end of city through Airport, Sadar, Abdali Road, Haleem Square, Khanewal Road, touching Bahaudin Zikria University, Qila Kohna and walled city on the way. The encroachments and other bottlenecks could be removed from the road. "It should be called Nawab Muzaffar Khan Road after the name of a lieutenant of Liberty from Multan," says Professor Atta Ur Rehman Khan.

    Not withstanding the aforesaid and other typical misdemeanors, I shall still adore preserving the gard (dust) of Multan with Sraiki speaking, passionate and full of love Multanis.

An employable workforce with good command of the English language is available at a very competitive cost. Pakistani universities and IT institutions in both public and private sectors have internationally standard curricula and are turning out many tens of thousands of IT graduates each year who are adept at turning their hands to anything from software development to running call centres.

    The IT market has also matured, as local IT companies have been doing contract work for clients in developed countries for over a decade. But, sadly, the trend has not picked up as much as in neighbouring countries like India and China. Reasons are rather political and diplomatic than technological. Pakistan, relatively, is a smaller market. Pakistan has always been a frontline state to fight terrorism but ironically the image of the country in the world media is not very helpful either.

    Clearly, Pakistan needs to catch and then hold the attention of big IT players. For that, we have to have a constant supply of skilled IT workers to meet the demand when it comes our way, now and in the future. Policymakers have to ensure sufficient planning is done to create the human/intellectual capital. This done, it will be difficult for anyone to ignore Pakistani talent that is untapped so far.

    On the other hand, "We do not find enough employable females," says Asad Raza, Manager Human Resources in an equal opportunity multinational service organization, "and even those who are employed with us are seen under the guardianship of their fathers, brothers and husbands or some other male family member."

    Generally, equality for women is considered as important area of human resource development and is strongly recommended at the workplace, but only in theory. Continuously tightening economic compulsions today seem to set clear limits for male members to decide for women to work or stay home.     Some time women are allowed to work for the 'waiting period' – after completion of their education and before they are married off. "My daughter graduated from University of the Punjab and is working in a bank now. It is good job with potential for growth. But will she be able to continue her job after marriage depends upon her husband," says Karim Dad.

    "Our baho betian (wives and daughters) do not work," seems the attitude of a major segment of our society. Proponents of this attitude think that work is only for the monitory benefits and has nothing to do with personal fulfilment or enrichment in life. Some even find it hard to allow their female children in higher educations.

    Decision to work as per one's own liking should be a personal preference. Every one should be entitled to work not only for monitory rewards but also for tapping personal potential in whatever one is good at. Ideally, there should be no gender or other barriers. In the absence of any policy for human resource development at national level, corporate sector should open up to women workforce and provide more women friendly opportunities. Male members should also allow their wards to join the workforce, customs, traditions, and unproven myths notwithstanding.
